Google says its concern is with how section 2 and 2 of the bill is worded, and that it believes there is a way to improve the bill by changing the language of the legislation. The bill is aimed at “online communications platforms that make news content available,” which C-18 defines as reproducing news content or if “access to the news content, or any portion of it, is facilitated by any means, including an index, aggregation or ranking of news content.
“Platforms like Facebook and Google get value from having links to news sites on their platforms. The Online News Act requires platforms to negotiate over all the ways they make news content available. This proposed system needs to capture all of the ways that news content is shared on the internet, and this also includes reproducing, indexing, aggregating or ranking news content,” the spokesperson said in a statement.
