Officials say the body armor and tactical gear discovery at Legan’s home was evidence he “pre-planned” the garlic festival attack, according to thePolice also searched Legan’s car and recovered an unused shotgun. Another search at the creek next to the festival turned up a bag of ammunition believed to be Legan’s.
Investigators reviewed security camera footage from cameras throughout the city and concluded Legan most likely acted alone. “He was by himself. He was not with anybody else.
