Manufacturing orders fell 2.7% on month in adjusted terms, according to data from the German Economics Ministry released Tuesday.
Economists polled by The Wall Street Journal had expected orders to rise by 0.5%.
Foreign orders in April decreased 4.0% on month. New orders from the eurozone fell 5.6% and new orders from other countries decreased 3.0%. Domestic orders registered a decline of 0.9%.German industrial production data for April is due to be published Wednesday.
