The State Election Board in Georgia has approved a new rule requiring hand counting of ballots at precincts, despite warnings from state officials and legal experts that it could delay results and be challenged in court.
to count the number of paper ballots by hand after voting is completed, a change that critics worry could delay the reportingThe board's decision went against the advice of the state attorney general's office, the secretary of state's office and an association of county election officials.
The new rule requires that the number of ballots — not the number of votes — be counted at each polling place by three separate poll workers until all three counts are the same. If a scanner has more than 750 ballots inside at the end of voting, the poll manager can decide to begin the count the following day.
It's a recipe for disaster. In much of the country, the US Postal Service is falling far short of its own on-time delivery standards - and NBC's Noah Pransky found the slowest mail in the country happens to be in a few key swing states. Now, both Democratic and Republican election officials tell him they're concerned legit votes will get tossed this fall because of USPS failures.
Janelle King, a board member who worked with the author of the rule on the wording, said she wasn't concerned if election night reporting is slowed a bit in favor of making sure that the number of ballots is accurate. "This board is an administrative body. It’s not a legislative body,” he said. “If the legislature had wanted this, they would have put it in statute.”
