The Commission on Elections will suspend the power of the Philippine National Police and the Armed Forces of the Philippines to transfer their personnel during election periods, Comelec Chairman George Garcia said Monday.
“This is an announcement to the PNP and to the AFP, we remove likewise, for purposes of the barangay elections, the authority of PNP and the AFP to transfer their personnel during the election period,” said Garcia during a Senate committee hearing when asked about what measures the Comelec would take to prevent election-related violence, especially in the 2023 Barangay and Sangguniang Kabataan Elections .
In previous elections, Garcia said the PNP and the AFP had discretion over transfers, assignments, and reassignments even without the knowledge of the Comelec regional directors and provincial election supervisors. Former national police chief and now Senator Ronald “Bato” dela Rosa, who presided over the hearing, said the PNP had been informing the Comelec about changes within the organization in past elections.
“Sana rin maintindihan din ng Comelec na ang organisasyon ng PNP, na may time na kailangan din ng immediate action na hindi magkakaroon ng vacuum of leadership sa isang lugar. Dapat ipapaalam sa PNP pero ‘yung Comelec naman din, kung kailangan nila ng aksyon, dapat mabilis din ang aksyon,” the senator said.
