Here is the list of the four Republicans who joined their Democratic colleagues: Ken Buck of Colorado Mike Gallagher of Wisconsin Tom McClintock of California Blake Moore of Utah Moore switched his vote to 'no' at the last second to avoid a 215-215 tie on the measure, which would have prevented the bill from being brought up again at another time. He then immediately moved to reconsider the bill at a later date, which was adopted by Johnson.
