According to crime statistics released by the former minister of police, Bheki Cele, in February between 1 October and 31 December last year, a total of 7710 people were murdered, marking a 2.1% increase compared to the same period in the previous year, with 155 more murders recorded. Cele also highlighted that kidnappings for ransom had become a lucrative activity for organised crime in South Africa, despite ongoing efforts by the SAPS to identify and arrest groups involved, particularly in cases where ransom demands are made.

Ramaphosa said: “Beyond the trauma and instability crime causes in communities, crime is also an impediment to economic growth and development.”
