Some said it’s a missed opportunity for a city the size of Frisco and could help Collin County Animal Services , which is overwhelmed and resorting to crating animals in the hallway. About half of committee members were in favor of recommending a shelter, some agreed with city staff’s wishes not to include the item and some were indecisive.

“The staff has never shied away from what it needs,” he said. “Whatever we do with an animal shelter will not solve the problem, just move the problem from one place to another.”“It’s a citizen bond committee, not the staff bond committee,” said committee member Sean Merell. “I can’t comprehend why city staff doesn’t what to support this.”
