The term “ayuda” became popular at the onset of the Covid-19 pandemic after Congress enacted the Bayanihan To Recover as One emergency legislation. Ayuda is a Spanish word derived from the Portuguese ajudar which means “to help; to aid.” Some 18 million low-income households were entitled to direct cash aid ranging from ₱5,000 to ₱8,000 a month in April and May 2020. Some ₱200 billion was set aside for this emergency subsidy program .
At the Bankers Night last week, Finance Secretary Benjamin E. Diokno disclosed to media that the national government is preparing another round of cash subsidy to Filipino household deemed most vulnerable to the impact of spiraling consumer prices. He said this is an extension of the Targeted Cash Transfer program that was implemented starting last year. An initial amount of ₱9.2 billion has been earmarked for this purpose.
Social protection programs that provide safety nets to the poorest families are critically important. Even as the tempo of economic activity has been increasing, those at the bottom of the pyramid are struggling to make both ends meet. While record employment levels have been reported recently, attention must be paid to ensuring that the basic needs of the most vulnerable families are met adequately.
