Franklin County issued a level 3 snow emergency for the first time since Ohio began its current county-by-county snow level system.The current system, in which the sheriff in each county decides snow levels, was established after the Blizzard of 1978 to have a standardized system across the state.

The Franklin County Sheriff's Office said this is the first time that a level three has been declared, except for one incident that was actually a miscommunication.Sheriff Dallas Baldwin said Karnes was not happy when someone notified him that the level three had gone out, and Karnes canceled it almost immediately.The sheriff's office said all roadways are closed to non-emergency personnel, and no one should be driving during these conditions unless travel is absolutely necessary or a personal emergency exists. While people could be cited for driving at level three, Sheriff Baldwin said they realize people have to be out, and that it is not automatic enforcement if law enforcement sees you driving around. A citation or arrest could occur if you are driving for an unacceptable reason, or if being on the roadway causes an accident and ties up emergency services. "We know that people have needs. That you may have a medical appointment, you may have to go to work." The intent of level three is to make people aware of the dangerous conditions and limit traffic so snow plows can do their job.Franklin County has a committee that includes the City of Columbus, ODOT, the county, and other agencies when it considers snow levels.Cold Weather and Snow Advisory remains in effect this morning and afternoon with wind chill values of -15 to -10 possible.
