PARIS - France will only slightly overshoot the European Union’s deficit target this year despite extra fiscal strain from a package of concessions to anti-government protestors, updated forecasts from the Finance Ministry showed on Wednesday.

A no-deal Brexit could come as soon two days after that. Despite the difficulties of a chaotic exit, 'the EU will be able to manage,' Barnier said, although he warned that 'not everything will be smooth.'
