Mark Esper said in October that the Department of Defense 'do everything we can' to comply with the impeachment inquiry.

Responding, Esper argued that his general counsel had told him that"there were legal and technical issues related to the request that we simply couldn't honor."

"Well they do," Esper said,"but provided it's done the right and proper way."
