Next Wave Strategies, however, contends that they have complied with all requests from the auditor's office. If Next Wave Strategies does not return the money by the end of December, Elster said, the case will be turned over to the county attorney’s office for potential litigation. According to the audit, the contract awarded to Next Wave Strategies contained numerous charges that could not be substantiated. The audit alleges that Next Wave double-billed for hours, used unapproved contractors, billed for meetings that didn’t happen and produced"community leaders, community and faith-based organizations to serve as change champions to aid diffusion," that the county already had.
