Luster received $110,269 last August and will receive $115,000 on July 1, 2023 and July 1, 2024, according to an undated memo that detailed her unused time.

Hudson County Sheriff’s Officer Training Director Nichelle Luster may have retired as Union City police chief last year, but the city taxpayers are footing the bill to pay her more than $100,000 a year through 2024. Hudson County’s first woman police chief is being paid $330,000 over three years for unused sick, vacation and compensation time accrued over her 28 years in the department, according to city records acquired by The Jersey Journal through an Open Public Records Act request.
The payout is commonly referred to as a “boat check” because the amount is enough to purchase a boat in retirement. Large payouts for long-time public workers continue, even after a law was enacted in 2010 to curtail the contractually obligated largesse.
