Todd Graeff, a former Manor Township police chief, was convicted of indecent assault without consent after grabbing a woman's breasts on a water slide at the Kalahari Resort. Graeff had invited the victim to a conference and made several inappropriate sexual comments throughout the day.

Charging documents say the victim was invited to attend a conference at the resort by Graeff on July 25. Police said that the victim “was in shock” and felt violated before she eventually created an excuse to leave the resort entirely.
