Gary Herbert said he is concerned about the possibility of a partial government shutdown. “Partial government shutdowns seem to be the norm rather than the exception anymore,” Herbert said. “It’s the way we settle arguments, I guess, in Washington, D.C., is to refuse to fund government operations and close them down.” “That just shows a lack of leadership, a lack of ability to work together,” Herbert said. “Disappointing to me personally.”“I think there’s certainly room for improvement,” he said.“The lack of due process, the overreaction.
