Bush acknowledged Mueller's effectiveness in preventing another terrorist attack on U.S. soil.\Born in New York City and raised outside Philadelphia, Mueller graduated from Princeton University and served as a U.S. Marine Corps officer during the Vietnam War, earning a Bronze Star, Purple Heart, and two Navy Commendation Medals. He later graduated from the University of Virginia School of Law in 1973. Throughout the late 1970s and 1980s, Mueller served as a U.S. Attorney, ascending through the ranks. In 1990, he became the U.S. Assistant Attorney General for the Justice Department's criminal division, overseeing high-profile prosecutions, including those of Manuel Noriega and John Gotti. In 2001, he was appointed director of the Federal Bureau of Intelligence, just a week before the September 11 attacks. Over the following 12 years, Mueller oversaw a substantial transformation of the bureau. He was known for his personal involvement in investigations, even on minor cases. He stated in 2012 that he intended to focus on areas he was familiar with as a prosecutor, but instead, had to concentrate on long-term, strategic change. The FBI Agents Association recognized Mueller as a lifelong public servant who led the agency through significant changes, strengthening its ability to address evolving national security threats while maintaining its core investigative mission. Mueller's successor, Comey, also expressed admiration for Mueller's character and patriotism. When he was appointed to lead the Russia investigation, Mueller was praised by both Republicans and Democrats for his integrity and independence
