“When we took over, the books were in shambles,” he said. “We basically had to recover the city finances and start from scratch.” Carter said the city, which has hired an almost entirely new staff since Adams’ embezzlement scheme, has been working to revamp the city’s accounting systems and regain trust of the local taxpayers.
