61-year-old Richard Howley was taken into custody after he was allegedly seen dragging a puppy near an intersection in DeLand, Florida , on Wednesday. A witness told law enforcement that the dog's leash got tangled on Howley's bicycle multiple times because the dog couldn't keep up with the speed he was riding at, the outlet reported.
The witness said, at some point, Howley got off the bike after the puppy fell, then began to kick and strike the dog in the head and its side, per the report. The witness told authorities that they approached the suspect and ordered him to stop, but Howley allegedly continued to strike the dog, according to WESH. A police report reviewed by the outlet reportedly states that another witness confronted Howley and told him to stop, but the suspect allegedly continued to attack the dog. The witnesses told police that the suspect wouldn't let anyone give the dog water or food, adding that he continued to drag the dog away, per the report.
