The National Weather Service in Austin/San Antonio issued the flash flood emergency for Hunt, Kerrville and Ingram at 3 a.m., saying 3 to 6 inches of rain had already fallen and that rainfall rates of 2 to 4 inches per hour were expected to continue. The warning, in effect until 9 a.m., described a "particularly dangerous situation" and said flash flooding was already causing evacuations, water rescues and water entering structures.
Other communities at risk included Kerrville-Schreiner Park and Waltonia, according to the agency. The Kerr County Sheriff's Office urged residents in safe, elevated areas to stay where they are, warning that conditions remained extremely dangerous countywide. Officials repeated the Weather Service's standard flood-safety guidance, including avoiding travel on flooded roads and staying away from low water crossings, creeks and streams.
By 5 a.m., meteorologist Avery Tomasco reported that the Guadalupe River had crested in Hunt, west of Kerrville, at just over 20 feet. That's 10 to 15 feet lower than during a major flood on the river last July.
However, Tomasco said the river continued to rise downstream in Kerrville and other locations, and that moderate to major flooding would persist and could worsen in some areas. Rainfall had temporarily eased across Kerr County, but Tomasco said additional heavy, tropical-like rain was moving in from the southwest and could intensify flooding again if rates increase. Torrential rain was also reported in Gillespie County, with totals approaching a foot and continuing to climb.
Tomasco said that rain was expected to produce significant flooding along the Pedernales River, though river levels in Fredericksburg had only just begun to rise as of early Thursday morning. The Weather Service reiterated that most flood deaths occur in vehicles and urged residents to turn around rather than drive through flooded roadways, cautioning that flood dangers are especially difficult to recognize at night.
