SANTA CRUZ — The first phase of a multimodal Highway 1 transportation project broke ground in Santa Cruz on Wednesday with local planners and regional dignitaries on hand to celebrate the occasion.

While auxiliary lanes will be open to all cars to allow for access to exits, bus-on-shoulder facilities that are exclusive to public transit buses will be established in between the exits, ultimately allowing for 7.5 miles of highway connectivity from Freedom Boulevard to Morrissey Boulevard when all three projects are complete.

The first phase alone will cost $38.6 million, with $3.3 million coming from 2016 Measure D funds that were also used to leverage grants from state and regional authorities to fill gap funding. The Multimodal Corridor Program has also garnered a significant vote of confidence from federal authorities. In January, the transportation commission and its partners in the project including Santa Cruz METRO and Caltrans received $30 million in mega grant funding from the U.S. Department of Transportation to complete the third and final phase of the project.
