FIFA is preparing a more complicated draw for the European World Cup qualifying groups, giving greater weight to the upcoming UEFA Nations League rather than relying solely on world rankings.

England’s interim manager Lee Carsley, center, gestures during a training session of England’s national soccer team in Burton upon Trent, England. Wednesday, Sept. 4, 2024. Denmark’s Christian Eriksen, Jannik Vestergaard and Kasper Schmeichel attend a training session ahead of the Nations League group A4 soccer match against Switzerland, in Helsingoer, Denmark, Wednesday, Sept. 4, 2024.

FIFA detailed its preferred format in a briefing note Tuesday to UEFA member federations, outlining the changes compared to qualifying for the 2022 World Cup, when seedings relied on the European qualifying for the first 48-team men’s World Cup already was set to be amended because 16 UEFA members will qualify for the expanded tournament being hosted by the United States, Canada and Mexico. Europe gets three more entries than the 13 that went to Qatar for the last 32-team World Cup in 2022.

The smaller groups created space in the 2025 calendar of national-team games for UEFA to add knockout and playoffs rounds in the multi-tier Nations League competition.
