Ferro recommends Cebu City to remain under GCQ

PRO-7 Chief Albert Ignatius Ferro has recommended to Secretary Carlito Galvez, IATF chief implementer, to still place Cebu City under GCQ.

According to Ferro, the mobility of the public when the city would immediately shift to MGCQ might pose a problem especially when all would already be allowed to go out.
