The District B Hot Team, is the city's way of cleaning up illegal dumping sites in the area. The city recently allocated money for 14 more cameras to catch illegal dumpers. Cynthia Bailey's hot team tries to locate dumping sites and clean them up as quickly as possible on Aug. 1, 2017, in Houston.

A high concentration of illegal dumping takes place in communities of color, according to the city's data, Clarke said. This means tires, mattresses and even dead bodies have been discarded on the roadside or in empty lots, attracting mosquitoes and rodents and potentially polluting surface water.
