The order states that it is U.S. policy to not fund, sponsor, promote, assist, or support the 'transition' of a child from one sex to another, and to rigorously enforce all laws prohibiting or limiting these 'destructive and life-altering procedures.'The measure also calls for federally run insurance programs, such as TRICARE and Medicaid, to exclude gender-affirming care for minors from coverage. This action follows other executive orders issued by President Trump on his first day back in office that prohibit the use of federal funds to 'promote gender ideology' and declare U.S. policy to recognize only 'two sexes, male and female.' Joining the young people in the lawsuit are organizations like PFLAG, an LGBTQ advocacy group, and the American Association of Physicians for Human Rights. Hospitals nationwide have reportedly halted medical care for transgender young people following these orders. One plaintiff, 14-year-old Gabe Goe, and his parents were informed by Children's National Hospital in Washington, D.C. that they would no longer issue new prescriptions or process refills for his gender dysphoria treatments. The plaintiffs argue that the president's orders are unlawful and unconstitutional, stating that he lacks the authority to unilaterally withhold funds authorized by Congress.
