The GAO audit also says that “while DOD spends billions of dollars annually on its facilities, it’s unable to identify how much funding goes toward barracks.”The auditors did not disclose what problems it found at specific bases. But it said that its review included Naval Base San Diego, Naval Base Coronado, Marine Corps Recruit Depot in San Diego and Camp Pendleton. Those bases are home to most of the 115,000 active-duty military personnel in San Diego County.
The report includes a photograph of sewage covering the floor of a bathroom in an unidentified barracks, and a water-stained ceiling.
