"We want to see accountability," Newsom said at a press conference."People want to see these encampments cleaned up. They’re fed up. People agree — they want to see more accountability for dollars invested." That $750 million allotment, which would go to local governments, is part of a larger $15.3 billion package the governor hopes to spend on addressing homelessness.
Clearing homeless encampments is a controversial issue, and localities will likely be met with resistance if that component of Newsom's proposal makes it into the final budget. Last year, San Francisco's unhoused population and the Coalition on Homelessness organization sued the city, alleging multiple constitutional rights violations as a result of encampment sweeps.
The court found"significant evidence" that San Francisco's unhoused have routinely had their Fourth and Eighth Amendment rights violated, citing the destruction of personal property and criminal penalties for being homeless without reasonable shelter alternatives., including carrying out a sweep the same day that a massive winter storm battered the city.
