When state troopers arrived on the bridge, shortly after 4:30 a.m. that morning, they found both cars rolled over, Kuo’s Toyota, upside down in front of Shelley’s car. “The day I was released on bail I saw a photo of him, and it told me everything I needed to know. A genuine smile can’t be faked,” Kuo said.
Kuo’s attorney Jeffrey Kradel stated in the presentencing report that Kuo wore an alcohol monitoring device that showed no consumption of alcohol for the past two years.
