The family of a heart transplant patient who died after being released from Jacksonville Sheriff's Office ( JSO ) custody is set to receive a $300,000 settlement. The family of Barry, who died in December 2022, alleges that the jail failed to provide him with the essential medication he needed to survive. Barry was arrested in November 2022 after an argument with his neighbor over an internet bill. Police footage showed Barry in the back of a police car stating that he required his medication.
An autopsy confirmed that his death was a cardiac arrest caused by an autoimmune rejection.The settlement follows a damning report by the National Commission on Correctional Health Care which found that Armor, the jail's medical provider at the time, provided deficient medical care and had staffing levels so low that the then-corrections director requested volunteers from the Jacksonville Fire Rescue Department to assist. JSO Sheriff T.K. Waters terminated Armor's contract as the jail's medical provider in September 2023. Records obtained by the I-TEAM show a history of medication-related problems at the Duval County jail years before Barry's death.The $300,000 settlement is at least the second agreed to by Sheriff Waters since he lobbied Jacksonville City Council members last year to enact a new law requiring all lawsuit settlement agreements involving JSO to be approved by either him or the city council president. The settlement highlights the ongoing concerns about healthcare practices within the Jacksonville Sheriff's Office and the need for improved medical services for inmates
