The family of Anthony Lowe, a double amputee who was killed by police in Southern California, filed suit against the city that employs the officers.

Ebonique Simon, the mother of Lowe’s 15-year-old son, insisted Lowe did not pose a significant threat and should not have been shot. Representatives for the mayor and city manager could not be immediately reached for comment on Thursday afternoon.
