Another piece of the Fallout puzzle has been revealed in the show's latest episode, appropriately titled"The Other Player." The notion of a shadowy enemy manipulating everyone from behind the scenes has been around for a while in Season 2, but this series finally namedrops one particular faction for the first time.
The Enclave is first referenced by the Super Mutant after rescuing the Ghoul , but there are many other hints throughout the episode, including Barb Howard's surprising encounter with a character from Season 1. So, what the fudge is the Enclave, what do they want, and why are they so dangerous? What Is the Enclave in 'Fallout'? Although nowadays, the expression"deep state" has a conspiratorial connotation, it's very real in Fallout. The Enclave originated before the Great War as a faction within the U.S. government that formed a kind of"shadow government" made up of high-ranking politicians, corporate leaders, military officers, scientists, and other influential figures who knew the apocalypse was inevitable and secretly started moving assets and resources to ensure continuity. The Enclave has clear fascist leanings, with its members believing in absurdities such as eugenics and the superiority of the human race, for example. One of its key beliefs is that people who have been exposed to post-war radiation are"impure" and, therefore, need to be eliminated — in the Wasteland, that means pretty much everyone. One of the Enclave's favored ways to ensure human supremacy is to experiment with biological weapons such as the Forced Evolutionary Virus to make a superior breed of humans while eliminating all kinds of mutated life, regardless of how morally wrong it may be. The Enclave is one of the few factions in the Fallout universe that manages to be hated by nearly everyone. With their belief that everyone who is not among their ranks is subhuman and repeated attempts at mass extermination, they are the main villains in most franchise games, except Fallout: New Vegas. Their preferred modus operandi is to manipulate everything from the shadows, only intervening with a big stick to ensure their supremacy whenever needed. Is the Enclave Manipulating Barb Howard in 'Fallout' Season 2? While the Enclave has only been namedropped in Season 2, they have appeared in Prime Video's Fallout adaptation before. In early Season 1, Dr. Siggi Wilzig runs away from an Enclave facility with Dogmeat and the cold fusion technology he has been working on. Their escape is nearly cut short by the sheer number of people running after them, as well as the countless guns and turrets firing at them, giving viewers a firm sense of the Enclave's true power. If they go to those lengths to capture one of their own who is defecting, imagine what they'll do to their enemies. In Season 2, Wilzig reappears in a flashback, telling Barb Howard about an upcoming meeting of corporate leaders at Vault-Tec, where she should suggest" the bombs ourselves" to ensure the best possible results and profitability, given that nuclear war has become inevitable. It's finally clear that Barb herself didn't come up with such an evil plan and that the Enclave was behind it all along, even though she agreed to it to protect her and Cooper's daughter, Janey . Her job was to sway the corporations to align with Vault-Tec without revealing the Enclave's influence, which is why Robert House later suspected there was"another player at the table," but couldn't learn who it was. It's not hard to imagine them creating a context where the bombs have to be dropped just to ensure their enemies' defeat, even if it kills the world. The Enclave knew all along that they would survive the apocalypse, and Barb was just a tool to ensure they didn't have a direct hand in events. How Does Cold Fusion Figure Into the Enclave’s Plans in 'Fallout'? While the Enclave's role in the apocalypse certainly makes sense, there are still many questions about how they will fit into the Fallout series going forward. They have cold fusion as of Season 1, but the extent of what they've done to get it back involved putting a bounty on Dr. Wilzig's head , and they don't emerge afterward. In Season 2's latest flashback, Wilzig mentions to Barb that the Enclave also threatened him, which could explain his escape, but not the cold fusion question. Using it against their enemies makes sense, but how did they acquire it in the first place? Was it part of their bargain with Barb, or did they steal it from New Vegas?
