Critics, including Musk and Paul, argue that foreign aid should be reduced.

Elon Musk and Vivek Ramaswamy's Department of Government Efficiency is reportedly considering recommending cuts to U.S. foreign aid, following Musk's agreement with former Congressman Ron Paul on the issue. Paul highlighted the billions spent by the U.S.

The United Nations Office for the Coordination of Humanitarian Affairs Financial Tracking Services reported that in 2023, the U.S. allocated nearly $940 million in humanitarian aid to Ukraine, the highest amount given to any country. Despite this, the total U.S. humanitarian aid expenditure for 2023 remained consistent with previous years, with more than $9 billion, compared toto Ethiopia and significant amounts to countries like Syria, Yemen, Somalia, Sudan, South Sudan, the Democratic Republic of the Congo, Afghanistan, and Nigeria.

The data shows that over $4 billion of the aid was directed towards food security, and more than $800 million was not specified, raising concerns among critics about the transparency and efficiency of foreign aid spending. We did find that this funding is funneled through programs like Catholic Relief Services, the World Food Programme, the United Nations Children's Fund, and the International Organization for Migration.to the White House for the president’s annual budget, something Congress is not required to follow. These recommendations will be made by July 4, 2026.
