He pioneered the use of AGR-20F rockets in an air-to-air role, traditionally air-to-ground weapons, and prioritized older AIM-9M Sidewinder missiles over newer variants. These strategic decisions resulted in savings of over $25 million and the first AIM-9M air-to-air kill in three decades. Six of the squadron's 108 shootdowns were specifically credited with protecting the aircraft carrier USS Harry S. Truman and its crew. Speaking at the ceremony, Parks described the mission's emotional impact, the feeling of isolation over enemy territory, and the relief of hearing friendly voices on the radio as he escaped the threat. He emphasized the significance of the award, given his family's deep aviation legacy, which spans multiple generations and wars. Parks also received the Bronze Star Medal during the event.
