WASHINGTON: The National Defense Authorization Act, which sets policy for the U.S. Defense Department, is one of the only major bills to reliably pass Congress and be signed into law every year.

This year's NDAA could be the swan song for the constant expansion of the military budget, which has soared since the Sept. 11, 2001, attacks, except when reined in by mandatory spending caps. Regardless of the outcome of the Nov. 3 elections, the defense industry, companies including Lockheed Martin Corp and Raytheon Technologies Corp, are expecting lower or flat defense spending in the coming years after a run up in recent years.The proposed House and Senate defense bills both include language that would rename U.S. military bases named after former leaders of the pro-slavery Confederacy.
