There is rising concern that U.S. adversaries will use new technology to make authentic-looking videos to influence political campaigns or jeopardize national security.
As recently as the 2024 election season in Utah, a deepfake was spread showing a fabricated video of Governor Spencer Cox admitting to using a company under criminal investigation and claiming to use political connections to avoid any repercussions. "If we think that that won't happen then we're probably naïve. People do campaign negatively. It happens all the time and the reason it happens is because it works," said Herbert.
"If you're a determined actor with resources, yeah, you can make a deepfake like this and the average consumer needs to be aware of that," Boyd said. When it comes to deepfakes he said, "the best defense is an offense, and the offense here is education."
