But even as Sullivan has gone public on the issue, Cirincione acknowledged that the threats have not deterred Putin from talking up the nuclear scenario. Last Friday, Putin gave a speech at the Kremlin in which he announced the annexation of four regions of Ukraine mostly occupied by Russia but where it is also getting pushed back by Kyiv's forces. Putin said that Russia would use “all means available” to defend its territory.
