Commissioner Justin Douglas on Wednesday said during a public meeting that Jeff Haste in April had recommended 3 people to fill the contract review committee.

Dauphin County Commissioner Justin Douglas on Wednesday accused ex-Dauphin County Commissioner Jeff Haste, who is already the subject of multiple controversies, of meddling in the selection process for the county’s five-year, $2.3 million bridge inspection contract.

According to Douglas, after the open-bidding process for the contract ended in April, Haste contacted Chief Clerk Vince Paese to recommend three people to serve on the contract’s three-person review committee. Paese affirmed two of Haste’s recommendations to the committee and took the third spot himself, Douglas said. The committee ultimately chose Haste’s former employer and the county’s longtime engineering firm, Herbert, Rowland & Grubic, as the winning bidder.

Douglas called it a “corrupt, crony-driven process” at a public meeting Wednesday and said he was unaware the bid process had taken place until another engineering firm approached him to express concerns of favoritism. The commissioners were scheduled to vote on the contract at Wednesday’s meeting but agreed to pull it from the agenda after Commissioner Mike Pries, a Republican, motioned to do so, stating Douglas’ concerns warranted further investigation.
