Delacruz was accused of shooting the 44-year-old woman during an encounter at a Baytown apartment complex in May 2019. Turner, who's family say she's a diagnosed schizophrenic, was having a mental health crisis when the officer responded.

“Pamela Turner’s killing was a tragedy for her family and community.
