European Union leaders gather to discuss the bloc’s Covid-19 recovery fund and its next long-term budget

German Chancellor Angela Merkel, left, speaks with French President Emmanuel Macron, center, and European Council President Charles Michel, right, during a round table meeting at an EU summit in Brussels on July 17, 2020

The challenges facing the 27 EU leaders – some of whom arrived masked, some unmasked – are formidable. “Any postponement could trigger new storms and imperil the European scene. We know that forecasts are very negative," he said. "If Europe does not decide, maybe a financial storm front could hit public finances and, therefore, it’s very important that there should be a decision, an agreement.”

Delegations were cut to a minimum, leaving leaders more dependent on their own knowledge of complicated dossiers. It should put a smile on the face of Merkel, who has been in office for 15 years and seen countless leaders come and go.
