Escondido has adopted a controversial new policy on homelessness. It rejects a “Housing First” model and takes a "Public Safety First" approach. KPBS reporter Jacob Aere has the story.“You're making all of the homeless sound like addicts and that's not the case,” Walker said. “A lot of the homeless that are here in Escondido today are families.
