According to the bill, the determination of gender to compete would be “based solely on a person’s reproductive biology and genetics at birth.”Rep. Eric Swalwell made his disapproval of the measure known on social media.

A reported 21 states bar biological men from participating in women's sports, including Montana, Idaho, South Dakota, North Dakota, Iowa, Utah, Arizona, Texas, Oklahoma, Arkansas, Louisiana, Alabama, Florida, South Carolina, Tennessee, Kentucky, Kansas, West Virginia, Wyoming, Indiana, and Mississippi.
