EPA Administrator Michael Regan said the $27 billion Greenhouse Gas Reduction Fund would reduce carbon emissions and grow jobs. "This is an opportunity to marry billions of dollars at the federal level to localized solutions that people have been thinking about for a number of years," Regan said.Regan toured parts of south Houston with U.S. Rep. Sheila Jackson-Lee and met with community members to tout the program. The fund was created by the Inflation Reduction Act, the federal law passed in August that, among other things, authorized $391 billion in spending on energy and climate change programs.

The greenhouse gas fund will be a competitive grant program. The money is expected to be awarded in 2024, Jackson Lee said. About $7 billion from the program will fund residential rooftop and community solar programs in low-income and disadvantaged communities, according to the EPA. The other $20 billion go toward investments in"programs that reduce pollution and lower energy costs for families" with an aim to fund programs in low-income communities.

The grants could be used to fund projects like one already underway in Houston's Sunnyside neighborhood, officials said. In 2021, the City of Houston leased a landfill to a private group that intends to turn the land into a solar farm. The 240-acre landfill could be turned into a renewable power source for up to 10,000 homes, according to city officials.
