Friends and family of Emma Caldwell waited almost 20 years for justice after police missed repeated opportunities to snare her killer Iain Packer.

A public inquiry will take place to examine why it took police so long to solve the murder of Emma Caldwell, the Scottish Government has announced.Iain Packer, 51, was jailed for life last week after being found guilty of strangling Caldwell.Emma's family have repeatedly said the police should be held to account for their failures in investigating the case.

She told MSPs: "It is time to apply fresh scrutiny to this case, to understand what went wrong to ensure that lessons are learned for the future." The decision to hold an inquiry was reached after the First Minister and the Justice Secretary held discussions with Emma’s family, including her mother Margaret Caldwell, earlier this week."I have expressed directly to them on behalf of the Scottish Government how deeply sorry we are for their loss, and for the pain and grief they have had to endure.

"Given this, along with the gravity of this case, the length of time that it took for justice to be served for so many women and the horrific extent of the sexual violence suffered by the victims and survivors, the case for holding a public inquiry is overwhelming."
