The ordinance was passed on its third reading during the Jan. 5 council meeting following a required public hearing. No residents spoke either in favor of or in opposition to the measure before the hearing was closed and council voted.approval to develop the project on a 6.8-acre parcel just north of Black River Career Prep High School. Workforce housing is designed as an affordable housing option for individuals and families who earn moderate incomes. Units in the $40.4 million housing development will be open to residents making 60% or less of the area median income, according to the Chronicle Telegram. Taylor Koch, a development officer with Hill Tide Ventures, told the Elyria Joint Community Development and Finance Committee at its Nov. 24 meeting that the project will include a mix of one-, two- and three-bedroom unitsThe site is currently zoned “business neighborhood,” which permits establishments such as childcare facilities, retail businesses and restaurants, Koch said. Multifamily housing is allowed if City Council and the planning commission consider the permit independently following the filing of a conditional use permit application. City Council’s approval follows months of review and discussion by city officials, as well as vetting by various council committees that eventually recommended the permit approval. During committee discussions, several officials raised concerns about traffic, parking and environmental impacts, particularly given the site’s proximity to High Meadows parkKoch responded that residential traffic tends to be predictable and less intensive than retail or commercial uses, and that city engineers determined the traffic impact would be low. He also said the development team is working to minimize disturbance to wooded and wetland areas toward the rear of the property.
