China is aggressively challenging the U.S. position in the microelectronics and 5G markets, and it is past time to respond

She was absolutely correct to do so. China is aggressively challenging the U.S. position in the microelectronics and 5G markets and it is past time to respond.

An underlying issue across all of these applications is trust.

One impediment to attacking this problem cooperatively, using government funding at least in part, is industry’s fear of being subject to International Traffic in Arms Regulations that limit the exportability of technologies developed for national security use with government funding. The national security market is tiny compared to the broader commercial market for microelectronics, and no microelectronics company wants to see national security related export controls on its products.

While conceptually straightforward, the implementation of this approach is highly complex. Achieving an effective level of trust at the product level implies steps at every relevant level of manufacturing, integration, and design. The core microelectronic devices, the operating systems, the applications, messaging and transmission protocols all have to be considered. To get this right, Government and industry will need to work together. It is in everyone’s interest that they do so.
