Elizabeth Warren proposes a sweeping $1.25 trillion college affordability plan
, the Massachusetts Senator became the first 2020 candidate to detail a higher education plan. Her proposal is far more comprehensive than the college plans introduced by Hillary Clinton and Bernie Sanders in 2016.
Sanders had introduced legislation that would make tuition at public four-year college free for households with income of $125,000 or less, and community college tuition-free for everyone. Warren goes much further. The Sanders legislation gave students no help with non-tuition expenses, which can make or break a low-income person’s ability to afford college. She wants to spend $100 billion over 10 years on federal Pell grants to help with non-tuition expenses.
Critics of the plan note that it does not address a family’s net worth. A household could have substantial assets but low income and still have its debt forgiven under her plan. Beyond forgiving government debt, she proposes that the federal government work with borrowers of private student debt to provide relief, thought she does not spell out how that would work. Canceled debt would not be taxed as income.
