Ten license plate recognition cameras will be installed at three intersections in Elgin to help investigators identify vehichles involved in crimes, Police Chief Ana Lalley said.
LPR cameras “give us the ability to leverage technology to facilitate cases being solved in a timely fashion,” Lalley said.Elgin City Council members last week tentatively approved the $67,577 purchase from AutoVu, a deal expected to be finalized at next week’s council meeting.
“We were trying to be strategic and hit multiple points,” Lalley said, which is why they’re all on arterial roads heading in and out of the city, she said. The video collected will be erased after 30 days unless it’s part of an ongoing case, according to a draft policy governing the cameras’ use. After 90 days, the data must be reviewed to determine if it can be erased or should kept in the system longer, the draft policy says.
The department is awaiting a response and can make changes based on what the ACLU recommends, she said. He also stressed it’s their belief there should be strict limits on when and how the cameras are used and when the data can be collected, accessed and used, he said.“Moreover, we believe that such systems should be regularly audited to ensure that these privacy-invasive tools are not used for broad surveillance purposes and to assess whether they truly play a role in reducing violent crime rather than simply allowing the government to gather more personal information,” he said.
