Abbott, who is seeking a fourth-term as Texas governor, called for closed primaries in the state, a ban on taxpayer-funded lobbying and he urged the Legislature to regulate data centers, lower property taxes and take a hard line on immigration during his keynote address. The elephant urinated in an aisle between the press and Texas delegates. The elephant made its surprise entrance right after Gov. Greg Abbott delivered the convention's keynote speech.
