New data shows the voucher program has expanded dramatically in recent years

Leaders of East County’s largest city are grappling with how to respond to a dramatic increase in homeless people renting hotel rooms, in the wake of ato sue the city if it fined owners for accepting high numbers of housing vouchers.

It was not immediately clear who issued those vouchers, and the county’s program in El Cajon didn’t begin until 2020.A recent city survey found most were issued by county contractors Equus and Public Consultant Group, though a handful came from El Cajon’s own Home Start program., two of which officials said were completely filled with people using vouchers.

While the city released a statement saying it would not follow through on the fines, staff at the attorney general’s office “remain concerned” about efforts to reduce vouchers and will continue to monitor the city, according to press secretary Nina Sheridan.The city has spent nearly $3 million on the issue since 2020 and helped nearly 850 people find permanent housing,, and several councilmembers shared how they’d been affected by the issue.

The council voted 5-0 Tuesday to appoint Phil Ortiz and Steve Goble to a committee to draft new regulations for hotels. Out of 18 hotels county-wide, eight are in El Cajon, according to James Canning, Fletcher’s spokesman.
