But an Express-News investigation in November revealed how these rules were quickly discarded. The loosened standards began under Reed but continued under her successor, Nico LaHood, and then Gonzales, who defeated LaHood in 2019. Gonzales was recently re-elected to a second, four-year term. “For a first-time offender, punishment can have diminishing returns,” he wrote. “With obstruction or DWI, the consequences are heavy, but an obstruction plea may allow offenders to keep their job. That person may be less likely to offend as a result.”
